A Model of Popular Participation to Improve Public Policies on Waste Recycling: Case Studies in the Cities of Campinas and Manaus

Abstract
Governance shared through popular participation and social control is the great challenge that stands in practice to combat corruption and obtain greater effectiveness in public policies. In addition to a literature review on corruption and shared governance, the article conducts interviews to understand what the society of Campinas - São Paulo, Brazil (110 people) thinks about social participation. From these two methodologies this work presents a theoretical model of popular participation and cultural change to reduce corruption - PMRC. This model demonstrates that sharing knowledge and solutions with society and with other countries has the potential to change national culture and then reduce corruption. The study concludes, after a careful analysis of the portal https://brasilparticipativa.presidencia.gov.br, that to improve social participation and combat corruption in Brazil, it is necessary to move from the legal look to the focus on changing the nation’s ethical culture, starting with the example of the government.
As a main result, the work presents the CULTURE-KNOWLEDGE-INTELLIGENCE model for Brazilians to understand how values, beliefs, assumptions, and traditions, largely determined by the government and accepted by the general population, impact the processes of creation, organization, sharing, and application of knowledge, considering research that identifies Latin culture as the one that most likes WhatsApp (only at the level of data and information) precisely because of the expulsion of the Portuguese, the language of the language, and lack of reading habits.
